  • 1 1/4 cups hot water

Instructions

  2. In a large mixing bowl, whisk together the flour, granulated sugar, 3 tablespoons of cocoa powder, baking powder, and salt until well combined.

  4. In a separate bowl, mix together the brown sugar and remaining 3 tablespoons of cocoa powder. Sprinkle this mixture evenly over the batter in the baking dish.
