  • 1 pound (450g) elbow macaroni
  • 1 pound (450g) ground beef
  • 1 onion, finely chopped
  • 3 cloves garlic, minced
  • 2 cups (475ml) whole milk
  • 2 cups (475ml) heavy cream
  • 4 cups (about 400g) shredded cheese blend (such as cheddar, mozzarella, and Monterey Jack)
  • 1/4 cup (30g) all-purpose flour
  • 1/4 cup (55g) unsalted butter
  • 1 teaspoon Dijon mustard
  • Salt and pepper to taste
  • 1/2 cup (30g) breadcrumbs (optional, for topping)
  • Chopped fresh parsley for garnish (optional)


  1. Preheat your oven to 375°F (190°C). Grease a 9×13-inch baking dish and set aside.
  2. Cook the elbow macaroni according to the package instructions until al dente. Drain and set aside.
  3. In a large skillet, cook the ground beef over medium heat until browned and cooked through. Remove any excess grease.
  4. Add the chopped onion and minced garlic to the skillet with the ground beef. Cook for an additional 2-3 minutes until the onion is translucent and fragrant. Remove from heat and set aside.
  5. In a separate saucepan, melt the butter over medium heat. Once melted, whisk in the flour to create a roux. Cook for 1-2 minutes, stirring constantly, until the mixture is golden brown and fragrant.
